Nope. You are allowed to ask as long as it's publicly available. As you can see, it took people 4 hours to answer. To say that you need to wait some arbitrary amount of time is, frankly, absurd. Because you probably would have gotten the exact same comments 4 hours later, when people have done it and did have the answer.

Scanning the question I'm responding to, I'd say "calling someone a dick" warranted the suspension. Scanning the transcript, I'd say "arguing about politics in chat" warranted the timeout. I wouldn't really call 24-hours an extreme response. Take the opportunity to, y'know, do something more fun for a day. Maybe play some games.

This is how the site is designed. Upvoting and downvoting are some of the many privileges that are unlocked that require 15 and 125 reputation respectively. Downvoting will lower users reputation, so you need to be more established in the site before unlocking this privilege.

This is for users who come across an answer they think is great that they want to award some of their reputation to as a bonus. Maybe there's an answer with a lot fewer upvotes than another that you think deserves some recognition or just to encourage a poster to continue creating quality content.
