What you've described is how it works already. When the asker doesn't manually award the bounty, it goes to the highest up-voted answer posted since the start of the bounty. If no new answers have been posted (or none have received upvotes), the bounty fades away into the ether.

Yes, that is an option. Select "Edit" beside Favorite Tags, then Set Tag Preferences (or simply go to https://gaming.stackexchange.com/users/preferences/current). Go down to Ignored Tags and select the "Hide questions in your ignored tags" radio button.

This is a bad idea, because questions asked here will very rarely be even close to matching what Software Recommendations requires from their questions. It is a much better idea to point to that site in the comments and highlight their question requirements so the person can ask a good on-topic question over there.
