I'm marking this as status-completed, since the bulletin has undergone some network-wide changes a while back. It currently looks like this (it's from MathOverflow, but aside from the favicon it would look the same on Arqade):
Until this is fixed, another workaround which I'm using myself is to right click the image, and choosing "Open image in new tab": (or its equivalent in your browser, below is for Chrome)
This will open the full size image in a new browser tab.
The thing is, the photo widget is only designed so that the photo, its title, and user profile can be changed on the fly. The header and 2 links are not meant to be changed frequently.
Short term solution
If the image title does not specify the game name, specify it instead. For your example, the title that should have been there would be:

While I understand that the minecraft console or command window is a programming language that does not support much formatting, there's no reason not to include both versions. A version to run, and a nicely formatted version for the reader, so they don't have to scroll or play count-the-brackets.

This appears to be fixed - likely inadvertently with one of the various site redesigns over the years:
@3ventic appears to have it correct - the popover was rendering inline with the other parts of the page, instead of above or "on top" of them.
There is no longer a box shadow/background on hover, so this is no longer an issue:
This was likely fixed as part of the Stack Exchange site redesign in 2018, of which Arqade's update was discussed here.
Unfortunately no, a lot of the cool design changes for the Mass Effect 3 promotion were not kept around.
It's also worth noting that Arqade has since had a slight redesign to fit Stack Exchange's unified theming changes, with the default Galaga/Pixels/Spaaace! theming sticking around.
