We have never restricted questions or answers on this site at all - even anonymous users and users with 1 rep can post questions and answers. The only restriction to this is if a user posts too many low quality questions/answers, they may be restricted from posting for a while (or until they improve their current Q&As) | |

THey favor great answers for great questions only... and they care not at all who wrote the question or the answer. But to that point they should then make it so there is only ever 1 answer to any question, taking the best answers and merging them and updating them. This is the same site that once apon a time wouldn't even let me see answers unless I paid my penance first. | |
